Syncs the apps/electron submodule pin from aab0ecf (electron 1.9.5 commit) to 5851f72 (electron v1.9.6, the released desktop version).

This is the sync that bump-submodules.yml would normally do, but that workflow's direct push to main is rejected by the Protect main ruleset (GH013), so doing it via PR. Reference-only — does not change any shipped artifact (electron v1.9.6 was already published from the electron repo's own package.json).
