Deliberately leaving unstated the exact mechanism for doing so. I think
we should start with an admin action and see how often this happens
before building out self-service.
Gravatar and similar services can unintentionally leak personal
information, which we don't want to do.

I don't think avatar hosting is something crates.io should take on at
this time, but I've noted that it's the most privacy preserving option.
We may want to consider hosting avatars in the future.

But note a future possibility that we could add the possibility of
making an account association private.

usually RFCs are merged by adding commits in the original PR for moving the file to the correct location and adding the RFC number and tracking issue, then merging the original PR, rather than creating a new PR.

yes, i agree what i did was weird. i was following the forge instructions though, which i suspect were outdated/confusingly worded, so i've sent in a PR to update.
