## 0.3.0

This release raises the minimum Java version to 17, adds the `opa-proto` module
for proto-format plan bundles, and expands builtin coverage (`opa.runtime`,
`array.flatten`, `yaml.is_valid`, `internal.member_2`/`internal.member_3`).
The service plugins gain dynamic entrypoint evaluation, a configurable status
resource path, jittered upload intervals, and plugin auto-discovery in status
reports, alongside a hardened bundle downloader, a bump to OPA v1.19.0 for
compliance fixtures, and a much stricter CI pipeline.

- Renamed the statement type enum from `Stmt.STMT_TYPE` to `Stmt.StmtType`.
- Removed duplicate per-statement `StmtType` string constants, such as `ArrayAppendStmt.StmtType`; statement type names now come from `Stmt.StmtType#getTypeName()`.
- Removed the unused `MakeObjectStmt#getStmtType()` helper.
