Bump the project version to 0.3.0 and add the 0.3.0 changelog section covering everything merged since v0.2.0. The changelog records four consumer-visible breaking changes, three of which were not previously in the Unreleased section: the Java 11 to 17 minimum bump, the Metrics#Clear rename, and the drop-decision accessor typo fix.
