Testing IOSQ with invalid QID required a valid CQ to be specified. Otherwise it is implementation specific to which error will be received first (1) Invalid CQ (2) Invalid SQID. Create a valid CQ when testing invalid QID. Signed-off-by: Shimi Gersner <gersner@gmail.com>
