Capture-only Change folder (brief.md + change.json) for the June-24 duplication event surfaced by the housekeeping pass: duplicate rows across tasks/specs/reports, list surfaces that under-report (done tasks return zero rows via --json; three report rows CLI-unreachable), and one broken-evidence report row needing an explicit disposition. Awaits /shape as a 0.2.x passenger.

The June-24 SQLite migration left duplicate task, spec, and report
rows with pre-normalization status vocab — visible to the housekeeping
scanner, mostly invisible to the canonical list commands, so the two
surfaces disagree about how much work exists. The brief captures the
cleanup: dedupe as backed-up idempotent data surgery, fix the list
surfaces that return zero rows for work that exists, and give the one
broken-evidence report row an explicit disposition instead of a
silent repair.
