What this does
Adds a Governance > Roadmap page (placeholder) at
/main/governance/roadmap/, and a placeholder Board Action recording approval of the TIDES Roadmap for 2026-2027.Approval mechanism
This Pull Request is the publication and approval mechanism for the TIDES Roadmap for 2026-2027. The Board Action's approval date will be set to the date this PR is approved by three or more TIDES Board members; until then it is a placeholder.
