What this does

Adds a Governance > Roadmap page (placeholder) at /main/governance/roadmap/, and a placeholder Board Action recording approval of the TIDES Roadmap for 2026-2027.

Approval mechanism

This Pull Request is the publication and approval mechanism for the TIDES Roadmap for 2026-2027. The Board Action's approval date will be set to the date this PR is approved by three or more TIDES Board members; until then it is a placeholder.

Open decision for the Board

Publication format:

  • Option A — comment-enabled Google Doc (living document, ongoing community input)
  • Option B — static PDF download, following the TODS site Resources model

Both are shown on the Roadmap page; the chosen one replaces the other before the PR leaves draft.

Companion Gantt chart

A companion Gantt chart, showing how each Roadmap item is resourced, publishes alongside the Roadmap and serves as the resourcing source of truth.

Why draft

Roadmap content is still in MobilityData and Board signoff. This PR scaffolds the destination on the site and the approval record under Board Actions. Content and the chosen publication format land before this PR moves out of draft.

Follow-ups before merge

  • Replace PR_URL in the Board Action body with the link to this PR (small follow-up commit).
  • Replace the placeholder date and the filename date in the Board Action with the actual approval date.
  • Replace the Options A/B block on the Roadmap page with the chosen format and the real content.
