support for 3.9, 3.10 is required, as some/mostof our tools require geolib plus 3.9/3.10

Based on the scientific python guidelines, python 3.11, 3.12 and 3.13 are the only supported versions. Because support for python 3.13 was not trivial is will be done another time. This pr implements support for python 3.11 and 3.12 and removes support for older versions.
