Based on the scientific python guidelines, python 3.11, 3.12 and 3.13 are the only supported versions. This pr implements these guidelines for GEOLib

Drop for python 3.9 is done in #220
Support for python 3.13 is done in #211

Drop for python 3.10 will be done a later stage in a different pr to avoid merge conflicts
