Add documentation, changelog entries, and configuration fixes for the
RMSS and Orthogonal Floating Search (OSF, OIF, OOS/O2S) algorithms that
were implemented after v0.7.0. Also includes: UOFR naming fix in docs,
graceful torch import guard, updated Python/NumPy requirements in README,
Black target_version alignment, deprecated Ruff setting removal, CI action
upgrade, and copyright year update.

653 tests passing, 99.18% coverage.
