Pass reponse to WebDriver BiDi download events. Required for w3c/webdriver-bidi#1117.

• At least two implementers are interested (and none opposed):
  • Gecko
  • Chrome
• Tests are written and can be reviewed and commented upon at:
  The tests will be updated in the scope of https://bugzilla.mozilla.org/show_bug.cgi?id=2040936.
• Implementation bugs are filed:
  • Chromium: [Feature]: Support download guids GoogleChromeLabs/chromium-bidi#4155
  • Gecko: https://bugzilla.mozilla.org/show_bug.cgi?id=2040936
• The top of this comment includes a clear commit message to use.
