This commit is in preparation for Codex font modes rollout. It excludes the entire Vector's page titlebar and page toolbar from the user's Vector font size preferences. A new class `.no-font-mode-scale` is provided for elements to opt-out of user preference text scaling. For now this is clearly marked as unstable and temporary. This replaces the existing usage of `.vector-feature-custom-font-size-clientpref--excluded` as this class relates to client preferences and feature management and may change at any time. This code duplicates code in MediaWiki core and adds performance instrumentation that is no longer being used. Let's revert to using the core code.
