Minimize footprint of data-ve-ignore="true"

The code that reads this attribute doesn't care what the string
says. There is no comparison with "true". Any string works as long
as it's not empty. Common practice in MediaWiki is to use "1".

the veaction=editsource / veaction=edit parameters to always work,
but since 2024 (c93d4a9) we can.

In addition to improving the user experience, this allows
GrowthExperiments to detect this case to skip the welcome survey.
