When
package.yamlhas no upper bound onbase(e.g.>= 4.10with no<or<=), the action now uses the latest available GHC version instead of failing.Also adds a local test suite (
npm test) backed bytest.mjsusing Node's built-in test runner, and wires it into CI alongside the existing integration tests.
