Electron desktop release v1.9.5 for the WCPOS 1.9.4 train.

Bumps package.json to 1.9.5 and adds the CHANGELOG entry.

Merge ordering: merge this only after the monorepo app v1.9.4 PR is merged — Publish builds the app from monorepo main. On merge, the push-triggered run publishes Linux .deb/.rpm; a separate platform=all dispatch publishes macOS/Windows.
