Beta.4 Release v3 run 31022027159 built all six desktop binaries, generated SHA256SUMS, and created provenance attestation 39071317 before asset upload failed with HTTP 422 because the published release was immutable and had zero assets.

Scheduled Nightly Release v3 run 31117548329 then failed before any workflow step: runner setup could not resolve action downloads after two Service Unavailable retries. The ledger records this only against the operations runbook and hotfix-rehearsal gates because it supplied no artifact build, publication, or install evidence.

Closes no gate. Supports #5876.
