Feature: Add Persian (fa-IR) Localization Support

Description

This PR adds full Persian (Farsi) language support to the Abacus application for users in Iran and Persian-speaking regions.

Changes

• Added complete Persian translation file with 175 translated strings
• Updated translation index to include Persian locale
• Added moment.js locale support for Persian date formatting
• Added E2E tests to verify locale loading and switching functionality
• Updated existing E2E tests to include Persian locale in test matrix

Testing

• All locales (including fa-IR) have been tested with E2E tests
• Application successfully loads and renders with Persian language
• All UI elements display correctly in Persian

Checklist

• Translation file added and properly formatted
• Translation index updated
• E2E tests added for locale support
• Moment.js locale imported
