feat(eve): reconnect the CLI dev TUI

What

• Lets an interactive eve dev attach to the healthy loopback URL recorded for its resolved app root. Each terminal still creates a fresh client session.
• Replaces the old PID and metadata files with one .eve/dev-server-state.v1.json URL record. A stale or malformed record is overwritten after the next server starts.
• Keeps explicit --host, --port, and PORT on the start-or-report path. createDevelopmentServer() owns start and close, so callers close only a server they started.

Scope

First PR in a stack. It changes the CLI and shared URL record. #305 moves the Next.js, Nuxt, and SvelteKit adapters onto that record.
