Initial public release

First public open-source release of NSPD API.

This release introduces the core functionality for parsing and processing NSPD (National Spatial Data Platform) data for cadastral and geospatial workflows.

Included features:

• NSPD data parsing and normalization
• Lightweight Python service architecture
• Docker support for deployment
