The *_const/_type/_pack.py files are .gitignored (upstream treats them as rpcgen build artifacts). The vendored nfs3/ tree ships source-only and runs from a symlink with no build step, so orion's commit-zip install was missing them -> ModuleNotFoundError: No module named 'rpc_const'.
