This is an internal review branch for the z_shieldcoinbase work. It keeps the current z_shieldcoinbase implementation and adds process-local reservations for selected coinbase UTXOs so overlapping z_shieldcoinbase calls cannot pick the same outputs before the first async operation finishes. Reservations are filtered during proposal construction and released after build and broadcast complete.
