very very wip or maybe not idk pls check code for sussy code

Since ive added some new settings into settings.json and ppsettings.json, osr2mp4-app also had to be updated.

yep thisll take awhile :trollface:

The big ones

  * Background video (no smooth fadein fadeout on in_break for now)
  * Background blur (for background image)
  * Customizable URCounter
  * Resampling (resampling code is really sus)
  * Moved strainsettings.json into ppsetings.json so it can be edited with osr2mp4-app's CustomPP

The small ones

i forgor 💀 but nothing major im sure of it
