travis-ci.org stopped running builds in June 2021. AFAICT we don't qualify for the free tier on its replacement travis-ci.com. GitHub Actions is free for public repositories and doesn't require any extra accounts or integration, which is nice.
I also updated the test-running configs to no longer test with EOL Python versions (2.7 to 3.6).
