Install Work Graph hook reconciler in OpenClaw

• adds the shared summary-only Work Graph reconciler to OpenClaw hook templates
• installs the reconciler through runtime hook setup and package build copying
• preserves main branch hook sanitization while adding thread/session attribution and focused coverage
