This PR updates vere's urcrypt dependency to urbit/urcrypt#21 (temporarily pointing at a local checkout), removing openssl from our jets (and removing the requirement that we globally replace its allocator with our own). It also adds a zig build for nettle (which replaced openssl in urcrypt).
