This crate only uses regex in a build script for parsing
Caseless.txt. And it has ended up being the only thing pulling regex into my dependency tree for a project for which I am trying to optimise compile times.This PR replaces
regexin the build script with custom parsing code. The format is simple enough that this is quite straightforward, and I have manually verified that this produces identical output to the previous build script.
