Curation: 8 new terms (Sovereign AI cluster)

Rounds out the sovereign-ai cluster. All under Foundations so they browse together with sovereign-ai/ai-race. Single PR because the 8 cross-link each other's slugs (validator requires every related slug to exist — lesson from #16/#17).

The three "sovereignties"

• Data Sovereignty (data-sovereignty) — data governed by the laws of the country where it lives; the data layer.
• Compute Sovereignty (compute-sovereignty) — control of the chips, data centers, and energy AI runs on; the hardware layer.
• Digital Sovereignty (digital-sovereignty) — the broad parent: control over the whole digital stack.

Policy levers

• Export Controls (export-controls) — restrictions on selling advanced AI chips abroad (US–China). Defined at concept level, not any single rule, since these change constantly.
• CHIPS Act (chips-act) — 2022 US law subsidizing domestic chipmaking.
• AI Diffusion Rule (ai-diffusion-rule) — 2025 US chip-access tiering plan, rescinded before taking effect (May 2025) — stated plainly so it doesn't read as current policy.

• Sovereign Cloud (sovereign-cloud) — cloud walled off under national jurisdiction.
• Techno-nationalism (techno-nationalism) — treating tech leadership as national-security strategy.

Notes

• Policy items verified against current (2026) sources; export controls / AI Diffusion Rule are fast-moving, so I kept them at the durable-concept level and flagged the AI Diffusion Rule's rescission explicitly.
• Cross-links reuse existing gpu, nvidia, cloud-computing, data-privacy, ai-governance, ai-race.
