Resolves #117
by using the Typst exclude value from the manifest. Also removes the then unused tool section for utpm.
This PR includes #118, because I didn't want merge conflicts and 118 might be less controversial then this one. For review you can ignore the firstthreefour commits. Please merge #118 first.#118 is merged, this PR is rebased on
