Fresh make data run: 46,710 raw features across 17/17 forests, 27,991 normalized routes now carrying os_/oe_ per-class season windows (plan 005 schema), 17.5 MB pmtiles. DATA_VINTAGE auto-stamped to July 2026 by the plan-008 stamper. plans/README.md updated: all nine plans DONE, plus the data-refresh proof-run finding (USFS EDW returns empty results to GitHub runner IPs — refresh locally until hardened).
