浏览器后台标签页 timer 被节流（最慢 ~60s），原 5s interval + 10s 超时 会导致 Hub 误判断连。新增 Browser 专用常量： - BROWSER_HEARTBEAT_INTERVAL: 30s（节流后仍能在超时窗口内送达） - BROWSER_HEARTBEAT_TIMEOUT: 90s（Hub 侧容忍窗口） - BROWSER_PONG_TIMEOUT: 10s（onmessage 不受节流，保持较短） Edge/Extension 心跳保持原 5s 不变（服务端进程不受节流）。
