align README.md and README.en.md with the current implementation by replacing outdated built-in tool claims with capability-level descriptions and clearly separating runtime-registered surfaces from workflow-executed capabilities backed by OpenClaw platform features, local environment commands, or skill-internal steps

Tighten the research status flow so paper and artifact-review stages are only marked complete when real draft artifacts and a fresh non-HOLD release gate exist.

Document the current capability map, expose it from the READMEs, include docs in the published package, and update maintainer notes so historical tools are no longer described as current runtime tools.
