Python 3.7 or later is now required to use the add-on template, therefore remove last remnants of Python 2 (sys.version check).
Read Markdown extensions list from build vars. This allows other extensions besides tables to be used when generating documentation.
Provide a basic lake8 config file based on NVDA o add-on authors can perform lints.

…ody#22. NV Access add-on store uses JSON to represent add-on release data. Therefore add add-on license, license URL, and source (repository) URL, used when generating add-on store JSON file (there are other fields such as publisher and hash but they must be defined after JSON is created).
Define a json generator that takes the path of an add-on bundle and builds NV Access add-on store json entry.

Add 'versionNumber' as a command-line argument specifying three integers: major.minor.patch (in this exact format). This is used when submitting add-ons to NV Access datastore and the value is used to fill in 'version number' field in the resulting json file. By default it is set to 0.0.0.
Make sure version number passed in is of the form major (int).minor (int).patch (int), otherwise raise a value eror.

Sometimes minimum and last tested versions can be None, causing attribute error to be thrown when trying to split major, minor, patch. Therefore set tem to 0.0.0 if these values are none.

…ody#21) Currently, checks are run with GitHub Actions regardless of files which have been changed. This PR makes checks to be run just for add-ons. Additionally, Python and dependencies are installed using uv and pyproject.toml.

Various CI fixes and improvements:
Do not try to build / make release if the workflow is run from this add-on template repo, since it fails and the template is not meant to be used as a release. Fixes: Do not restrict workflow triggers to addon path tsengwoody#22 (comment).
Modernized uv usage with "uv sync", fixing the failure on previously used "uv pip install". Discussed in Do not restrict workflow triggers to addon path tsengwoody#22 (comment).
Use uv for each command using Python so that the correct environment is used
