Add 3D CAD model for radial electrolytic capacitors

Summary

• Add a customizable ElectrolyticCapacitor 3D CAD component
• Support configurable diameter, height, pitch, lead size, colors, and standoff
• Add long metallic leads aligned with the footprint holes
• Position the capacitor body 8 mm above the PCB
• Add polarity stripe, bottom bung, and top vent details
• Render electrolytic_* footprints through Footprinter3d
• Export the new component from the package
• Add a Cosmos example and visual snapshot test
• Update @tscircuit/footprinter to 0.0.394
