sync-icons regenerated icons on every CI build because the .icon-hash caches are gitignored, so a fresh checkout always looked "changed". The association ICO step then shelled out to python3 + Pillow, which the runners lack — failing the release on both Windows and macOS. The icons are already committed, so skip regeneration on CI and build with them. Also drop macos-latest from the release matrix (Windows + Linux only) and bump the version to 0.4.1 across all files (incl. the stale Cargo.lock notiq entry, which was still 0.3.0).
