Bazel rules, a bzlmod extension, and a gazelle plugin for building, testing, and transpiling the GALA language — plus a Bazel module registry that publishes rules_gala.

Terminal UI that migrates a codebase between languages by orchestrating AI agents in a translate -> verify -> fix loop, per file, until 100% migrated. Semantics-preserving: a unit is Done only when its 1:1 source tests pass. Written in GALA. First pair: Go -> GALA. (MVP in progress)
