Add DataEcho: two skills + MCP server

Adds three entries following the existing patterns:

• skills/dataecho — deploy files, static sites, or Dockerfile server apps to a live URL via dataecho.ai (anonymous publish + claim flow, incremental deploys, private Drives). Content is the actual production SKILL.md.
• skills/dataecho-memory — persistent cross-session agent memory: indexed facts on a private versioned drive, atomic concurrent-safe writes, history/restore, scoped handoff.
• mcp-servers/dataecho — the hosted MCP server (https://dataecho.ai/mcp, 26 tools, also npx -y @dataecho/mcp); listed in the official MCP Registry as ai.dataecho/mcp.
