`version-check.yml` の構成を見直し、OS 別ビルドとリリース作成を分離しました。リリースノートには変更履歴や成果物一覧を含め、明示的な情報を提供します。また、リリース前に `make check` と `make build` を実行するようにしました。 <!-- PR レビューは日本語で行うこと -->
バージョン変更の確認時に出力処理を整理し、冗長なコードを簡素化しました。また、リリースノート生成時のフォーマットを修正しました。
