Fold deploy + connect into a single Add Agent panel: Connect custom agent leads the catalog list, an empty catalog opens the connect form directly, and each sub-step gets a back affordance via DetailPanel's new onBack. Share the custom-agent submit logic through useAddCustomAgent.
Extract the config-aware AddAgentBody (catalog+connect when managed deploy is on, connect form otherwise) and use it in both the settings route and the chat picker's quick-create, so the chat Add Agent gains the deploy catalog. Gate the chat picker affordance on agentDeploy || allowCustomAgents.
Match the descriptor deploy form to the custom-connect form: text-sm description, gap-4/gap-2 field rhythm, and a FormFooter with a Cancel button and a bottom-right submit that floats on mobile.
