This intentionally removes the devDependencies except for testing to remove conflicts. Thus, using this package as of this commit means transpilation, rollup, and related tasks need to be handled by the package consumer.

Per #101, this PR merged the fork that @kueda made. Note that I didn't author this fork, just trying to get it merged so that it can fix a library that loads d3-svg-legend.
