Adds the CLI-side Tasks feature end to end: local task collection, rebuild/benchmark/verification flows, and hosted task sync support on the new v2 sync pipeline. The branch also hardens rebuild behavior, improves task title extraction, and adds user-facing docs for task collection and benchmarking.
Hosted task sync is now gated behind remote entitlement, and project-linked sync data is opt-in via
--include-projectsso default sync stays privacy-safe and usage-only.
