Make sure that the code runs on latest go too. Run the actions in sandboxed-step.

Since the tests are now running in sandbox, make the userHomeDir overridable in tests.

This PR adds sandboxed-step to the GitHub Actions,
and runs the tests against latest go version on schedule.
