Added functionality to configure a carbon-relay. I've added parameters related to this, and also added a couple of parameters to be able to switch off cache and aggregator - as I need the ability to configure a single carbon-relay without the other components.

I've ran lint + syntax ... getting alot of errors trying to run the unit tests at the moment on my windows machine. Will keep trying, unless somebody else is able to try running them for me?
