Propagates the reframe from sirerun/docs#1147 (ADR 184) into this repo's CLAUDE.md so agents stop defaulting to the $5B-by-2031 operating target. $5B stays the long-term ambition; the funded target is a $150-400M ARR base case won through one regulated-auditable-agent wedge (auditable, effectively-once, HITL-gated agents for money-touching regulated ops), decisive lever = NRR via the value-fee mechanic.
