This PR adds a new libsigrok hardware driver for ZLG LA-1016 devices.
ZLG LA-1016 is an FPGA-based instrument that provides a synchronized logic analyzer.

The driver adds support for Logic capture.
Build integration is included through Makefile.am and configure.ac.
