## Summary - Add the carve-changesets skill contract, plan schema, CLI reference, and OpenAI metadata - Remove the retired prepare-changesets skill and migrate repository entry points - Document authority, delegation, terminal-state, and evidence requirements ## Why - Make the consolidated carve-changesets implementation discoverable and operable as a repository skill - Remove the duplicate predecessor now that its frozen history is preserved in git
