After modifying my install of papa with fix scottkmaxwell#4, I am still running into tracebacks when an environment variable is blank. This patch ignores any empty environment variables.

After patching my local install with #4 , I am still seeing traceback issues when an environment variable is empty. This patch ignores empty environment variables
