Promotes the staged and green
developmentbranch after PRs #105 and #106.This adds a strictly read-only model-retention evidence audit. Model artifacts remain excluded from all AFS storage deletion plans, and no agent or model server is stopped.
Validation has passed on the feature and promotion PRs across the Linux Python matrix, macOS/Ubuntu/Windows execution contracts, package/docs builds, and integration tests.
