Improve relay testability and CLI onboarding

• extract the relay app builder so integration tests exercise the real relay routes and registry
• replace hand-rolled CLI parsing with clap while preserving existing flags and env aliases
• tighten README config docs around PEEK_AUTH_TOKEN without adding extra setup noise
