Fix Windows installer build: provision Python headers for embeddable runtime
The embeddable Python distribution ships only the interpreter -- no
Include/Python.h and no libs/python3XX.lib. Any dependency without a
prebuilt cp310/cp311 wheel (gevent/greenlet, pulled in transitively via
eel) tried to compile from source and died with:
fatal error C1083: Cannot open include file: 'Python.h'
ERROR: Failed building wheel for gevent
Both embeddable-Python wheelhouse builders now run
Ensure-EmbeddedBuildHeaders before any compile: it copies the CPython
headers + import library from a full host interpreter of the same minor
version (the one actions/setup-python installs; ABI-stable across patch
releases) into the embeddable runtime, so source builds succeed. The
310 builder also gains --prefer-binary so pip only compiles when no
wheel exists.
