This PR is mainly to inform the community here that I'm working on this. Therefore I've added no reviewers yet.
Most of the work so far is in file
doc/for_users.md, which has some TODOs marked. There are also changes toREADME.md.Much remains to be done in other new files (and there may be more new files as we go).
